The repair itself does not change with the lease. A running cistern in a tower off Wickham Grove is the same cistern whether anyone rents or owns the place. What changes is the paperwork, the authorisation and the way in.

Emergency and Routine Repairs in a Rental

Queensland's tenancy law splits every rental repair into two kinds: the emergencies the Act lists, and everything else, which it calls routine. The emergency list covers the faults that make a place unliveable or unsafe:

  • a water service that bursts, or leaks seriously
  • a broken or a blocked toilet
  • a gas leak
  • a water or gas supply that fails
  • flood water in the place
  • an essential appliance giving up, whether it cooks, heats or makes hot water

Work needed to lift a place to Queensland's minimum housing standards counts as an emergency too, along with any fault that could injure someone or leave the home insecure.

Routine repairs follow one rule. The tenant reports the fault to the manager or owner, and the repair must then be done within a reasonable time.

Every tenancy agreement also names a repairer for emergencies, with a phone number, and says who the tenant calls first. Speaking to that person is enough, and a short text afterwards makes a record. If that contact stays unreachable after a reasonable attempt, the tenant or manager can engage a qualified tradesperson, and the cost stops at 4 weeks' rent.

Passing a Water Bill On to a Tenant

Four conditions all have to line up before a Queensland owner can charge a tenant for every litre used:

  • the place is individually metered, or the water arrives by truck
  • the fixtures pass the flow and flush limits below
  • the lease names the tenant as the payer for water
  • the tenant gets a copy within 4 weeks of the bill reaching the owner

Miss that window and the bill becomes unpayable by the tenant. A tenant handed the bill on time then has 4 weeks to pay it.

The account itself splits in two:

  1. Can move to the tenant

the State's bulk water charge, plus the charges for water actually used.

  2. Stay with the owner

sewerage usage, and the fixed access charges for water and sewerage.

Where the fixtures fail the limits, the owner pays for a fair share of the water and the tenant may owe only the part above it. The Act does not spell out "reasonable amount", so both sides agree the figure and write it into the agreement.

What Makes a Rental Water Efficient

Queensland's efficiency test runs on numbers, not opinions. Cold taps inside the home, single mixers and showerheads are each limited to 9 litres per minute. A compliant toilet is dual flush, with no more than 6.5 litres on a full flush and 3.5 litres on a half.

Averaged across a full flush and four half flushes, a compliant loo uses 4 litres or less.

Not every tap is judged. The limit covers cold taps over the hand basin, kitchen sink and laundry trough, single mixers included. The bath, the outdoor garden point and any line serving an appliance such as a washer or dishwasher are exempt.

Checking Taps, Showerheads and Toilets Against the Limits

The check puts a measuring jug and a timer under every indoor cold tap, mixer and showerhead, and reads the flush volumes off every toilet. Anything that falls short goes on a list for the owner. Here is how it runs:

The Residential Tenancies Authority suggests 3 stars or better on fixtures made from 2005 onwards. That is advice, not a legal limit.

The check yields readings, not paperwork: no certificate or sign-off comes with it. For the fixtures themselves, our tap replacement page covers new mixers and tapware, and leak detection covers the hidden leaks that inflate a tenant's usage. Gas work on a rental needs its own certificate, which our gas compliance certificates page explains.

  1. 1

    Read the rating labels

Every fixture carries a national water rating label showing its stars and its consumption, and we record what each one says.

  2. 2

    Measure flow and flush

Taps and showerheads get checked against the 9 litre limit, and toilets against their flush volumes.

  3. 3

    Fix what fails

Swapping a tap or a toilet is regulated work, so a licensed plumber does it. A shower head swap is work anyone may do, provided the new one still meets the mark.

Rentals, Access and a Fast-Growing Suburb

Newstead grew about 21.6 percent between 2020 and 2025 at area level, and 715 dwellings were approved in 2021-22 alone, so many tenancies here are still settling in. A burst in a tower is never one household's problem, because water travels down through the floors below.

Access is the rental wrinkle. Day-to-day control of the home sits with the tenant, so entry is settled between the tenant and the owner or manager before our plumber turns up.

Questions Owners and Tenants Ask Us

Call (07) 3523 7121

What counts as an emergency repair in a Queensland rental?

The Act's list is what counts: a gas leak, flooding, a failed water or gas supply, a blocked or broken toilet, and a burst or seriously leaking water service. Also included are a dead cooking, heating or hot water appliance, any fault that could injure someone, and repairs needed for the minimum housing standards. Everything unlisted is routine.

Can a tenant arrange their own plumber in an emergency?

Yes, but only when the emergency contact named in the lease is unreachable after a reasonable attempt. The tenant or manager may then engage someone suitably qualified, with the cost capped at 4 weeks' rent. Who pays in the end is a separate question.

Does a tenant pay for every litre of water used?

No, not automatically. Only a rental with its own meter, that passes the tap and toilet limits, and whose lease names the tenant as the payer qualifies. Sewerage usage and the fixed access charges remain the owner's to pay even then.

When does an owner have to hand a tenant the water bill?

The owner has 4 weeks from receiving the Urban Utilities bill to give the tenant a copy. A bill that arrives late is one the tenant can refuse to pay. A bill handed over on time gives the tenant 4 weeks to settle it.

What if a Newstead rental is not water efficient?

The owner covers a reasonable share of the water, and the tenant can be charged just the excess. The Act does not spell out what reasonable means, so the two parties set the figure as a special term in the lease.
